Codes and Standards Project Management

Codes and Standards programs are the most cost-effective of the California IOU statewide programs. 2050 Partners provides program management services and technical support for two investor-owned utility energy efficiency Codes and Standards programs in California.  Responsibilities include:

  • Long term tactical planning to support California's energy and climate goals;

  • Code Readiness project initiation, planning, execution, monitoring, controlling, and wrap-up;

  • Stakeholder relationship management;

  • Team coordination and subcontractor management;

  • Communication of key Codes and Standards concepts and issues;

  • Research and development of white papers on energy efficiency and demand response; 

  • Codes and Standards program savings modeling and impact evaluation support; and 

  • Compliance improvement support. 

Energy Efficiency Manager for Hawai’i Public Utilities Commission


2050 Partners, with its subcontractors, supports the Public Utilities Commission for the State of Hawai'i on its energy efficiency portfolio. As the Energy Efficiency Manager, the 2050 Partners team provides the following services:

  • Day to day oversight of Hawai’i Energy, the Public Benefit Fee Energy Efficiency Portfolio Administrator which manages and implements a full portfolio of energy efficiency programs for the islands of O’ahu, Hawai’i, and Maui;

  • Day to day oversight of Hawai'i Energy's evaluation measurement and verification;

  • Facilitation and planning for Public Benefits Fee stakeholder groups, including the Technical Advisory Group and Technical Working Group;

  • Energy Efficiency program design advisory services; and

  • Consulting support for the Commission’s periodic review of the Energy Efficiency Portfolio Standard program.

Local Government Energy Efficiency Services Procurement

2050 Partners was retained to assess the feasibility of establishing a cooperative, multi-city job order contracting (energy efficiency JOC program) for San Mateo County Energy Watch to serve the cities and other public agencies in San Mateo County.  Responsibilities included:

  • Developing research plan and conducting interviews with key personnel (e.g., DPW, Finance and Purchasing Directors) from cities within San Mateo County to solicit input on their level of knowledge and interest related to the feasibility of using an energy efficiency JOC program to implement energy retrofits on their facilities;

  • Synthesizing stakeholder inputs and assessing program feasibility and design options for a county-wide energy efficiency JOC program; and

  • Developing energy efficiency JOC Program Strategy and reporting on recommended energy efficiency procurement strategies.

Facilitator of CAEECC

In its first two years of operations, 2050 Partners served as Facilitator for the California Energy Efficiency Coordinating Committee (CAEECC) - a public input forum designated by the California Public Utilities Commission to inform and support the Energy Efficiency "Rolling Cycle" proceeding.  Specific services included:

  • Facilitate and document committee and subcommittee meetings;

  • Provide policy and strategic advice to CAEECC leadership;

  • Develop and maintain the website; and

  • Develop and implement day-to-day communications to over 700 registered stakeholder representatives.
